Economists have always associated potential improvements in housing with the job market so it is not surprising that the latest drop in the unemployment level of Ohio has given housing analysts some hope that home foreclosure auctions and non-foreclosed home selling markets in the state will soon gain more buyers. The unemployment rate of the region dipped below 9% in March.

Despite the cheap prices of properties offered at Solon home auctions and at other residential auctions in various parts of the state, not a lot of buyers are taking advantage. Analysts stated that most residents are still worried about the condition of the housing market, while others do not have the means to purchase since a big number of state residents have suffered from job losses.

However, hope that more buyers will be trekking to Ohio home auctions this coming months has emerged following reports that the region's unemployment rate as of March declined by 0.3% to rest at 8.9%. This rate was the lowest in over two years. Data from the Ohio Department of Job and Family Services showed that the last time Ohio's unemployment level has gone below 9% was during the first month of 2009. As of March 2011, an estimated 542,000 residents are said to be out of job; around 16,000 fewer than the previous month.

According to statewide figures, March was the 13th month in a row that the jobless rate of the region has declined since February of last year when the level of unemployment reached its peak at 10.6%. That year, home foreclosure auctions also posted some of their highest totals since the start of the foreclosure crisis.

Although bank owned condos and foreclosed houses are still expected to rise further this year, most economists are encouraged by the dwindling number of unemployed in the state. According to labor market reports, the increase in employment was buoyed by a strong showing from the manufacturing industry which added 7,000 jobs in March. During the past year, the manufacturing sector has added around 14,000 jobs, accounting for a large percentage of the 65,700 positions added by Ohio in the past 12 months.

Housing industry analysts are hoping that the stabilizing economy and the increasing number of jobs in the area will help push more buyers into purchasing properties at home foreclosure auctions. According to them, any type of real estate sale will benefit the market greatly and help it get back on its feet faster.

Richard Cordray, the state treasurer for Ohio, said that the recently passed housing bill will present considerable help to the suffering housing market, besides reinforcing reliability of the two government supported loan guarantors, Federal Home Loan Mortgage Corporation Foreclosures and Federal National Mortgage Association Foreclosures.

He said that he was encouraged by the new law, which President Bush originally had apprehensions in passing, and hoped that it would help bring in check the current crisis of foreclosure homes in Ohio.

Community groups, local officials across Ohio, and the Ohio State treasury had pressed Washington for many months to do something about the Ohio foreclosure homes problem, he added.

He then went on to discuss how different parts of the bill would affect owners of foreclosure homes in Ohio. For homeowners who did not itemize on tax returns, a new tax deduction of up-to 500 would be given to single filers and up-to 1,000 if they were filed jointly. Veterans are to get a 9 month cushion period after they come back from deployment before foreclosure proceedings can begin, and a 12 month period before lenders can increase interest rates beyond 6.

Approximately 3.9 billion are set aside for local communities suffering due to the crisis to refurbish or knock down properties that have been foreclosed. Senior citizens who opt to go in for a reverse mortgage on their homes will see a decrease in the fees they have to pay.

Homeowners facing foreclosure will be able to refinance their homes at FHA insured fixed rate loans with a 30 year time period. To qualify, the collective household income should be more than 31 of the monthly mortgage payment. This being made voluntary for lenders, it does depend on whether the lender wants to do it (refinance).

For people buying their first home, up to 7,500 will be made available in the form of tax credits. This interest free loan would has a repayment time period of 15 years. For people who have been through the foreclosure process, and have become homeless as a result, 30 million has been provided for providing emergency services.

23rd July was a historical date in the history of American real estate industry when a bill was passed in the house to protect a common man from the turmoil of foreclosures. The American Housing Rescue and Foreclosure Prevention Act aims at helping people retain their homes thereby strengthening the national economy which is weakened by increasing number of foreclosure homes. The bill has come as a relief for families who are under some or the other stage of a foreclosure activity.

Ohio foreclosure homes have been increasing for quite some time now with maximum being in Cleveland. There is a huge number of newly constructed homes and foreclosure homes in Ohio which are completely unused and have been creating troubles for neighborhoods. The number of distressed properties in Cleveland alone is reported to be 8,588 in the month of December last year many of which are at times being used for illegal activities.

One of the major reasons behind Ohio foreclosures has been disinvestment as accepted by the local and state officers. The American Housing Rescue and Foreclosure Prevention Act includes a $3.9 billion grant program which will be used against this crisis and impart stability to the prices of the properties. The act also includes Community Restoration and Revitalization act which focuses on rehabilitation of older buildings and historical monuments, inviting investments from private players. The investment money from Community Restoration and Revitalization act came up to be $760 million since the time it got incorporated. A good percentage of amounts were also used to reduce the number of foreclosure homes in Ohio apart from completing 133 commercial and residential projects in the city of Cleveland.

Ohio foreclosure homes are not the only ones which are rising in the nation. Foreclosure filings in the nation have been more than double in the second quarter of this year when compared to previous year. The national average is one house in every 121 household has already become a repossessed property. More of these kinds of acts are needed in order to protect the weak real estate market and help people save their homes.

Since Ohio is among the states hardest hit by the mess in the mortgage industry, it is not surprising that Toledo is experiencing the effects of having a bad housing market. With the large inventory of foreclosed homes, asking prices and home values have considerably.

The average home price in Lucas County has actually dropped from $126,000 to $120,000 in a span of one year. Across northwestern Ohio, home process plunged from $134,000 to $126,000.

Local officials are also worried about the shrinking tax collection since taxes are computed based on the property’s market value. If home values continue to decline, basic services provided by the city government will be affected adversely.

To jumpstart the market, most banks are willing to sell these foreclosed homes at bargain prices in order to attract more buyers. There are some repo properties appraised too high but considering that most of them are dilapidated, buyers lose interest. Unfortunately, this decision of the banks also drive down home market values.

On the other hand, there are foreclosure investors who scooped up amazing foreclosed homes for very low prices. After a bit of repair and renovation work, the properties are now ready to be sold or leased. In this case, such successful investment allows the community to also enjoy the opportunities offered by these foreclosed properties.

With no end in sight to the foreclosure crisis, local Toledo residents should try to cooperate with their local government in order to improve the conditions of these properties and enhance their curb appeal. Addressing these eye sores will somehow help stop the decline of home market values.

In many cities and towns across the nation, the same situation is being experienced. There are simply a lot of problems that come with the growing inventory of foreclosure homes in one area.
